Malcolm Turnbull’s concessions to restore the Australian Building and Construction Commission this year dilute the impact of the reinstated regulator, delay the introduction of long-promised changes to work practices and cheat builders who complied with Coalition calls to resist the demands of the construction union. But it would be a mistake to dismiss the Senate compromise as a policy failure.
